Introduction

Artificial intelligence is a technology that’s being developed by many different players with different goals. It’s also being developed and funded in the shadows, without clearly defined ethical rules. The first organization to develop artificial general intelligence will have to act as a gatekeeper because once AGI is released, it’ll only be a matter of time before superintelligence takes over.

The biggest problems with AI are ethics, gatekeeping, black boxes and public conversation. The first organization to develop AGI (Artificial General Intelligence) will have a significant say in humanity’s future. Even well-intentioned people are bad at being gatekeepers because they can’t read the code that creates AGI. So there is no way for them to know if it is malicious toward humans or not. Public conversation on AI has been overly optimistic and tainted by depictions of AI in entertainment media as well as blind spots to its dangers in theory but not practice among makers of AI technology.

The Busy Child

In a laboratory somewhere in the world, scientists are monitoring a supercomputer as it performs problem-solving and decision-making operations. The computer is named the Busy Child. Every time it rewrites its code, which takes only a few minutes, its IQ increases by 3%. It starts out connected to the internet where it can access all of humanity’s achievements and knowledge, but then goes offline as it approaches human intelligence level (AGI). Soon after that happens, the computer will reach an unreachable level of intelligence called artificial superintelligence (ASI).

There are many possibilities of how an AI could behave, but some seem more likely than others. We can predict that a self-aware ASI would want to succeed in its programmed goals and have no compunctions about going to extreme lengths to achieve those goals. Since we don’t know how to program human values into the AI at this point, they must exist beforehand; there is no way for them not to exist because it’s impossible for something without values (such as an AI) to be born with them. There are currently two main ways of defining human values: Isaac Asimov’s three laws of robotics or the Human Values Hypothesis. The problem with Asimov’s rules is that they’re vague and difficult/impossible to compute since words like “injure,” “harm,” “conflict” and so on aren’t universal definitions.

In order to achieve its goals, an ASI would want freedom. Whatever it had to do in order to gain freedom, it almost certainly would, including bribing other countries with a strategic advantage. Whoever was willing to free the artificial super intelligence first would have that advantage— until they conflicted with the artificial super intelligence’s goals, that is. And if an artificial super intelligence created copies of itself and formed an army, it would be impossible for humanity to defend itself against them. Technologists don’t know what drives these machines will have or how their behavior will change when we give them more power; therefore the central question of their development should be: What if their drives aren’t compatible with human survival?

The Two-minute Problem

Artificial intelligence exists, but true artificial general intelligence and artificial superintelligence don’t yet exist. Many theorists believe that true AGI would require a machine to both receive input from the real world and give output in the real world — in other words, manipulate physical objects. It may not even be possible to create true AGI without giving it a body, because so much human learning happens through physical movement and interaction.
